This could explain the mixed messaging Iran has been sending regarding its willingness to negotiate with the United States. The Iranian Revolutionary Guard Corps (IRGC) has maintained a hardline stance, including renewed threats. However, other Iranian officials, primarily President Mahmoud Pezeshkian and Foreign Minister Abbas Araghchi, have signaled a greater willingness to negotiate.
