Hamas potentially agrees to transfer of weapons revised disarmament framework – Al Arabiya
Palestinian factions meeting with mediators in Cairo have reached an agreement in principle on a draft framework for the future of armed groups in Gaza, including a proposal involving the transfer of Hamas weapons under certain conditions, according to Al Arabiya.
Palestinian sources told the Saudi outlet that Hamas and other factions agreed in principle to transfer their arsenals to a newly proposed Palestinian body rather than fully disarm. The proposal ties any transfer of weapons to a complete Israeli withdrawal from Gaza.
The talks are part of mediation efforts aimed at advancing the second phase of the Gaza ceasefire agreement that began in October 2025. Negotiators have focused on unresolved issues, particularly Hamas’s military capabilities.
Sources described the Cairo meetings as positive and said participants discussed a gradual, phased transfer of weapons according to an agreed timetable. While the reported understandings mark progress, questions remain about whether other parties will accept them.
An official familiar with the talks said he expects Israel and Board of Peace Chairman Nickolay Mladenov to reject the conditions, maintaining that weapons must be surrendered before the second phase of President Donald Trump’s peace initiative can proceed.
Hamas’s previous refusal to disarm has been a major obstacle in the ceasefire process, making the issue central to current negotiations.
Sources also said Qatar, Egypt, and Turkey share a common position supporting implementation of both the outcomes of the Sharm el-Sheikh Peace Conference and the plan endorsed by President Trump. Talks in Cairo are continuing as mediators work to bridge remaining gaps and advance the next phase of the ceasefire.
