House Passes Bipartisan 21st Century ROAD to Housing Act
The U.S. House of Representatives overwhelmingly passed the 21st Century ROAD to Housing Act (H.R. 6644) today by a vote of 396-13.
The bill combines House and Senate housing packages to tackle the affordability crisis through increased supply, regulatory reforms, and limits on large institutional investors. It now returns to the Senate for reconciliation after the Senate passed its version 89-10 in March. It could soon head to President Trump’s desk.
The legislation bars “large institutional investors” entities controlling 350 or more single-family homes from buying additional single-family properties (up to two units). The goal is to preserve inventory for individual buyers and families. The House version removed a Senate requirement forcing some build-to-rent properties to be sold to individuals after seven years. Enforcement includes civil penalties up to $1 million.
The comprehensive bill streamlines permitting and zoning, modernizes the HOME affordable housing program, expands manufactured housing, and includes reforms for rural housing, veterans, Opportunity Zones, and community development.
