NYC Adopts “Full-Stop Rule,” Dramatically Increasing Penalties for Failing to Yield to Pedestrians
New York City has officially raised the stakes for pedestrian safety with a strict update to the Rules of the City of New York. Under the new “Full-Stop Rule,” drivers and cyclists at any intersection without a traffic signal or stop sign must remain at a complete standstill until a pedestrian has finished crossing the entire roadway. This applies to both marked and unmarked crosswalks, effectively giving pedestrians total ownership of the asphalt from curb to curb.
The consequences for “squeezing through” are now much more severe due to a massive 2026 DMV Point System overhaul. A “Failure to Yield to a Pedestrian” violation has jumped from 3 points to a 5-point penalty. With the license suspension threshold lowered to just 10 points, a mere two infractions could result in an immediate loss of driving privileges.
