New York City Mayor Zohran Mamdani announced plans Tuesday for his administration to intervene in chronically neglected apartment buildings by transferring ownership from negligent landlords to “responsible stewards,” including non-profits, community land trusts, or even the tenants themselves.
Mamdani framed the policy as a targeted response to slum-like conditions. “For buildings that have suffered chronic neglect, we will work to transfer ownership to responsible stewards,” he stated.
This initiative forms part of broader 2026 housing efforts that include stronger tenant protections, aggressive fines against bad landlords, and expanded affordable housing development using city resources.
