OpenAI Exposes Covert Russian Influence Campaign Using AI and Fake Israel-Based Think Tank
OpenAI announced the disruption of a covert Russian influence operation that leveraged ChatGPT to generate pro-Kremlin content, bypass regional access restrictions, and strip out Russian linguistic fingerprints from social media posts.
At the core of the operation was the International Burke Institute (IBI), a self-described research organization claiming to be based in Israel. The network promoted the institute to lend credibility to political messaging criticizing Ukraine, NATO, and Western governments.
An investigation revealed that the institute’s academic credibility was largely fabricated. Out of thirty-six sampled articles attributed to public figures and scholars, thirty-four were plagiarized from other sources under false attributions, including material copied from Cambridge University Press. The site also published a “sovereignty index” that favored Russia while downgrading Western nations.
While OpenAI confirmed the accounts operated from Russia using VPNs to evade blocks, the company stopped short of definitively proving that every individual or entity associated with the institute knowingly participated in the Moscow-backed campaign. Reports from Der Spiegel indicate the network has online links to a charity with alleged ties to the Russian Foreign Ministry.
Security experts and watchdog groups, including Israel’s FakeReporter, warned that the operation highlights the growing use of generative AI to manufacture synthetic authority. With generative tools capable of rapidly building fake infrastructure and tailored messaging, watchdogs note that democratic systems face unprecedented challenges as they enter an era heavily shaped by AI-driven disinformation.
