I think you blaming the driver is totally wrong. The driver wasn’t in the shoulder, there is no shoulder there. There are 2 lanes one to turn left and the second to go straight. There was a car in the turning lane and the boy was in front of that car.

The driver going straight probably couldn’t see him. The boy should have gotten off his scooter when crossing. Besides that, literally a 2 min walk( or ten second scooter ride) in either direction there is a traffic light where people can cross there safely.
